Infrastructure Development Corporation (Karnataka) Limited (iDeCK): Building a Future-Ready Nation
Infrastructure provides the foundation for a nation, enabling society to operate and thrive. The importance of well-planned, future-ready infrastructure projects has been the driving force behind the creation of Infrastructure Development Corporation (Karnataka) Limited (iDeCK). Established as a joint venture of the Government of Karnataka (GoK), IDFC Foundation, and Housing Development Finance Corporation Limited (HDFC), iDeCK leverages the stability of government support and the expertise of pioneers in infrastructure strategy.
Since its inception in 2000, iDeCK has been instrumental in working closely with various ministries, departments, public sector agencies, and private sector clients globally to develop infrastructure in key areas such as transportation, tourism, urban development, social infrastructure, industrial infrastructure, and renewable energy.
Tourism Infrastructure Development Projects
iDeCK’s tourism team is currently working closely with the Ministry of Tourism’s flagship project Swadesh Darshan 2.0 for the states of Arunachal Pradesh, Assam, Jharkhand, Himachal Pradesh, and UT of Ladakh. Apart from that, iDeCK is assisting several other state governments with the preparation of Master Plans and Detailed Project Reports for developing the identified tourist destinations. For instance, iDeCK is preparing the DPR for the development of the Malabar Literary Circuit and Kollam Biodiversity circuits for the Government of Kerala, iDeCK is developing Master Plans and DPRs for the tourism destinations such as Hogenakkal, Courtallam, Pichavaram, etc. for the Government of Tamil Nadu. Meghalan Age Limited, Government of Meghalaya has roped in iDeCK for the development of various tourist destinations in the state.
In the recent past, iDeCK has completed 50+ tourism development projects spread across the country. The firm is also empanelled with several state and central government bodies namely, the Department of Tourism, Haryana, Department of Tourism, Government of Kerala, Department of Tourism, Government of Karnataka, UP Tourism Board, Department of Tourism, Goa Tourism Development Authority and many more.
Karnataka Tourism Infrastructure Limited (KTIL)
iDeCK’s tourism team has played a crucial role in assisting the Department of Tourism, Karnataka, in establishing Karnataka Tourism Infrastructure Limited (KTIL). This initiative aims to promote tourism, invest in tourism infrastructure, identify land banks, and develop flagship projects.
Transaction Advisory Services
iDeCK's expertise in tourism infrastructure development extends across several states. Key achievements include: - Transaction advisory services for the development of tourism circuits in the Northern and Southern Karnataka Regions is currently in the process of obtaining approval from the state government. - A concessionaire Agreement has been signed for the development of rope-way at Nandi Hills. - Successfully closing transaction advisory services for the International Convention Centre in Bangalore, worth INR 10 billion. - Bidding out approximately 40 tourism properties belonging to KSTDC in Karnataka and 27 properties belonging to JTDC in Jharkhand. - Providing advisory services for nine dam site developments in Karnataka and Jharkhand, and for luxury hotel projects in Andaman & Nicobar Islands and Daman & Diu. - Overseeing the development of tourist complexes and facilities in Kerala, operation of the Golden Chariot luxury tourist train in Karnataka, and the development of tourism infrastructure at Mana Palla Lake, Udupi, and Malpe Isle Beach resort at Malpe Beach, Udupi.
Tourism Program Management Units (PMUs):
1. PMU, Uttar Pradesh Ecotourism Development Board
iDeCK is assisting the board with a team of 5 members on-site and a backend team with retired IFS officers, market experts, and capacity-building experts. Major tasks being undertaken by the team include a review of DPRs and Master Plans prepared by the empanelled architectural firms, day-to-day managerial and administrative tasks, identification of potential eco-tourism projects within the state, integration of sustainable tourism and responsible tourism concepts to the projects and monitoring the works of empanelled architects and other sub-consultants.
2. PMU, Department of Tourism, Jharkhand
iDeCK has established a PMU in Jharkhand, consisting of a front-end team and a back-office team, to assist with day-to-day managerial and administrative tasks, create tourism roadmaps, prepare master plans, and feasibility studies, and provide transaction advisory services. Key activities include preparing master plans for spiritual, ecotourism, adventure, and tribal tourism, assisting in the selection of media/creative/event management agencies, and monitoring the work of sub-consultants and vendors.
Karnataka Tourism Vision Group (KTVG) Initiative
iDeCK has been instrumental in the Karnataka Tourism Vision Group initiative, which aims to make Karnataka a top tourist destination. Activities include conceptualizing projects, preparing terms of reference (ToRs), conducting bid processes for consultants/vendors, and monitoring project progress.
Strategic Program for Tourism Infrastructure Development
iDeCK's strategic program aims to identify and develop new tourist destinations in Karnataka. Tourism consultants in each district work closely with the district administration and iDeCK to gather information, leading to the identification of over 1200 tourist spots. This program has improved efficiency at district offices and provided valuable data for planning and implementing projects.
PRATHAMA: The MIS Tourism Platform
iDeCK has developed PRATHAMA (Pravasi Thana Mahiti), a comprehensive online MIS platform for the Government of Karnataka. This platform collates and disseminates key tourism information, aiding decision-making for project planning and implementation. PRATHAMA features modules for tourism resource inventory, project status, and query-based reporting with map-based visualization.
Rating of Tourism Products & Services
As the nodal agency for managing the rating of tourism products in Karnataka, iDeCK ensures quality service delivery through independent assessments. The Government of Karnataka has linked service quality ratings to incentives and concessions for tourism products under the Karnataka Tourism Policy 2015-20. iDeCK has empaneled SEBI-registered rating agencies and developed rating parameters to maintain high standards.
